According to its website, NOPEC is a 'governmental retail aggregator' that purchases electricity and natural gas from suppliers. NOPEC serves consumers in thirteen Ohio counties. Eligible consumers in NOPEC member communities are automatically enrolled, unless they decide to opt-out. Natural gas customers receive opt-out notices every two years; electricity customers receive opt-out notices every three years. 

NOPEC is an example of a governmental aggregate, where a buying group is formed in conjunction with the local government.  Citizens of the city, township, or county vote for formation of the aggregate.  There are two types of governmental aggregates: opt-in aggregation and opt-out aggregation.  NOPEC is an opt-out aggregation, where participants are notified that they will be enrolled into the program unless they opt out by a certain date.
