"Normandy communicated their intentions with the upcoming upgrades to the upper deck and lighting with an estimated completion date of November 2023 for west side of the garage.This has since changed due to some safety issues and ALL cars had to vacate the garage (east and west side) and caused lots of folks to be removed from the outside parking." ...
