    1. NO WRITTEN & MUTUALLY SIGNED CONTRACT – I asked *** (the owner) if he adheres to the Pennsylvania Home Improvement Consumer Protection Act (HICPA) contract requirements. *** said no because he will ensure I am totally satisfied with all work performed. Because requested work details were not documented, Morlacci LLC performed unrequested/unapproved work; made other mistakes and created unpleasant surprises. 2. POOR CRAFTMANSHIP – Two outside garage sconces were improperly installed, the door chime was improperly installed, the door chime transformer was broken, a required GFCI receptacle was eliminated, a wrong color light switch was installed, etc. The 2 improperly installed garage sconces included one that the lights didn’t turn on and the other had a large gap from the wall. Some of these problems were resolved through extra work at my request but some problems went unaddressed. 3. POOR PAYMENT METHODOLOGY - After the work was assumed complete, I was pressured into signing two documents. The first was PENNSYLVANIA PAYMENT AGREEMENT. It was very hard to read and had a different payment option than what I wanted. I was told I would receive a readable copy but none was provided. The second was titled “Statement”. The “Statement” item amounts didn’t match the document total and the one item material line lacked clarity. 4. NO WARRANTY – Early in the discussions, *** stated I would have a one-year warranty. Before the warranty expired, I notified *** of warranty issues. We briefly discussed some of the warranty issues. *** stated there were no warranty issues. *** said he would visit the day of discussion to further explain after he completed other work. *** said it took only 10 minutes to get from his house to my house. I cancelled several planned activities to ensure I was available to review the issues. I waited all day and evening. *** didn’t arrive and I haven’t heard from him since. Expert reviewers concluded poor craftmanship caused the warranty issues.
