    Maryland vehicle emission test at the Howard County kiosk began by getting my credit card information, Card was approved and a $10 charge transaction was approved. The vehicle was properly matched as to make, model, tag, and year. After I connected the cable to my car the kiosk display froze saying "communicating". After 10 minutes I sought help from the staff working the drive-through. They told me the kiosk did not work very well and they had many problems reported to them. I disconnected my car from the kiosk cable and went through the higher-priced drive-through emission test. My carb passed the test. Returned home and found my credit card company had alerted me to a $10 charge to merchant Envirotest Systems. My options seem to be to call the fraud office at my credit card company or you give me $10. I ask the State of Maryland to end its contract with Envrotest Systems. I am being forced to price a minimum of a one-star review rating. My assessment is that the rating should be zero stars. James S
