voluntary, professional membership organization, not a regulatory body or
licensing agency, and therefore the ADA does not oversee or regulate dental
practices. State dental boards regulate dentists and oversee licensure and
complaints. In most states, a board can refer issues to the attorney general of
the state or its consumer protection agency if required.
