The following describes a pending government action that has been formally brought by a government agency but has not yet been resolved. We are providing a summary of the governments allegations, which have not yet been proven.
On May 23, 2017 the Orange County District Attorney charged Pamela Mae Ganong, Philip William Ganong and William Ganong, owners of Compass Rose Staffing SD Inc. Pamela and Philip are accused of conspiracy to commit medical insurance fraud, 13 counts of insurance fraud and 26 counts of money laundering, with sentencing enhancements of property damage over $3.2 million, money laundering over $2.5 million, aggravated white collar crime over $500,000 and over $100,000 loss. William was accused of conspiracy to commit medical insurance fraud and 13 counts of insurance fraud, with sentencing enhancements of property damage over $3.5 million, aggravated white collar crime over $500,000 and over $100,000 loss. They were part of a $22 million urine test billing scheme that operating through sober living homes the family owned and operated in Southern California.
