    I paid Ralph C***** $5000 to begin the work to build 2bed 1 bath ADU with $200k budget. Ralph introduced me to his drafter, and after 3 zoom meetings with the drafter to design the ADU, we presented the floor plan to Ralph, and the proposal came in at $248k. After multiple discussions to cut cost, we cannot meet the budget and agreed to not move forward with the project. He initially agreed to 20% partial refund, but after waiting patiently for a month for the refund check, he did not provide any refund. He is not true to his word.
